Mayor Greg DiDonato called the online meeting to order at 7:15 pm. In attendance were all council members, Solicitor James Ong and Fiscal Officer Kathy Norman.
Motion (1) to appoint Helen Borland as the Mayor Pro tem was made by Jim Dickey, 2nd by Mike Clark. Motion carried.
DEPARTMENTS:
POLICE: Police Chief Todd Beeman was in attendance. He said his department has been busy issuing property improvement notices and notices for non-payment of trash service. They have also been working on rebuilding their concession trailer.
Chief Beeman said Dave McClintock of Dave’s Auto Body completed work on the K9 cruiser to match the other cruisers as a donation to the department.
FIRE: Fire Chief Dave McConnell was present. He requested permission to send 2 Volunteers to a training course at a cost of $600. Motion (2) to approve the training course for 2 volunteers was made by Mike Clark, 2nd by Helen Borland. Motion carried.
ZONING: Dan Shaver was in attendance. He said he has been very busy issuing permits and sending letters to homeowners of property. He said he will be putting 821 Center up for sale. The property at 317 N. 4th is not yet ready to sell.
STREET: Doug White was present. He said they covered 6 manholes on SR 800 and they have been busy striping roads and painting cross walks.
Greg DiDonato said that AEP had violated their agreement by being on the trail with their trucks which could cause deterioration of the trail. He’s going to ask AEP to put funds into the trail account for any incurred damage.
Motion (3) to accept the Police, Fire and Zoning Department reports made by Tracie Bolitho, 2nd by Mike Clark. Motion carried.
Motion (4) to accept the Minutes for the July 16, 2020 meeting with named corrections and the Minutes for the Special Meeting on July 22, 2020 made by Jim Dickey, 2nd by Mike Clark. Motion carried.
FISCAL: Fiscal Officer Kathy Norman presented bills in the amount of $42,788.32 to be paid immediately with funds available. Motion (5) to pay the bills made by Jim Dickey, 2nd by Mike Clark. Motion carried.
RITA collections are at 66.810%. $543,135.80 has been collected. We are on target with the budget. We are $40,000 down from last years Year to Date. Kathy Norman recommends that no additional appropriations be made. We have a levy on the ballot in November and if it would not pass the next vote wouldn’t be until May. That levy is expected to generate $56,000. We also have an $18,000 truck payment due in 1 year and $32,000 remaining to be paid on the Sherman Street and Thornwood project. She said that tax collection has been good but not everyone pays the quarterly estimates and wait to pay when they file 2020 taxes.
Motion (6) to approve Mike Clark as chairman for the Finance Committee was made by Tracie Bolitho, 2nd by Jim Dickey. Motion carried.
Greg DiDonato made the Mayor’s appointment of Nathan Davis to the Twin City Water and Sewer Board.
Last quarter, the Village recycled 45.6 tons of material and the Yard waste bin collected 75.28 tons of yard waste.
Mayor DiDonato gave an updated list to council to account for the expenditures of the CARES Act money. He discussed the potential purchase of an SUV vehicle for the Fire Department to answer first responder calls in the Village with CARES act money. He also gave an update for the collection of donations for the Fire Department Garage. He said the Chicken BBQ tickets have almost all been sold and a letter from the Dennison Fire Department about the reason the new garage is needed is being delivered to all residents by volunteers.
Fiscal Officer Kathy Norman clarified that department appropriated money for the year is still available, just no addition money is available to fix additional roads or purchase any additional vehicles.
Motion (7) to reauthorize Mayor DiDonato and Kathy Norman to sign the loan documents with First National Bank on the Street Department truck was made by Tracie Bolitho, 2nd by Jim Dickey. Motion carried. (Mayor Tim Still was authorized to sign before leaving office)
Motion (8) to restore Kevin Tedrick, Street Department and Custodian employee, back to his regular hours, restore Dan Shaver, Zoning Official, back to his regular part-time hours and restore Kathy Norman, Fiscal Officer, back to her full pay rate prior to the Covid-19 reductions made by Jim Dickey, 2nd by Helen Borland. Motion carried.
Motion (9) to approve the Road Use and Maintenance Agreement with American Electric Power made by Jim Dickey, 2nd by Kene Edwards. Motion carried.
ORDINANCE 2752, “AN ORDINANCE RESCINDING ORDINANCE #2325 AND DECLARING AN EMERGENCY” (REGARDING ZONING PERMIT FEES) Motion (10) to suspend the rules made by Tracie Bolitho, 2nd by Jim Dickey. Motion carried. Motion (11) to approve the ordinance made by Helen Borland, 2nd by Tracie Bolitho. Motion carried.
ORDINANCE 2753, “AN ORDINANCE AMENDING ORDINANCE NO. 2383, IN REGARD TO LANDLORD REGISTRATION REQUIREMENTS, AND DECLARING AN EMERGENCY.” (Adds a registration fee to landlord tenant registrations but not vacancy registrations) Motion (12) to suspend the rules made by Jim Dickey, 2nd by Tracie Bolitho. Motion (13) to approve the ordinance made by Mike Clark, 2nd by Jim Dickey. Motion carried.
ORDINANCE 2754, “AN ORDINANCE AUTHORIZING THE MAYOR AND ALL COUNCIL MEMBERS TO ENTER INTO AN AGREEMENT TO PURCHASE THE OHIO DEPARTMENT OF TRANSPORTATION OUTPOST FACILITY”. Motion (14) to approve the ordinance made by Kene Edwards, 2nd by Jim Dickey. Motion carried.
Greg DiDonato informed council members that a Special Council Meeting would be scheduled in the near future to send the Fire Department Garage out for bid. No date has been set.
COMMITTEE REPORTS:
Mike Clark reported that the Dennison Depot intends to go ahead with their annual Gala and Polar Express.
Jim Dickey reported that he is heading up the Thornwood Park Group.
Kene Edwards asked about trees across the creek causing a log jam.
