Mayor Tim Still called the meeting to order at 7:15 pm. This meeting was held online. In attendance were all council members, Solicitor James Ong and Fiscal Officer Kathy Norman.
Motion (1) to approve the meeting minutes from April 16, 2020 was made by Greg DiDonato, 2nd by Jim Dickey. Motion carried.
GUESTS:
Nathan Quicksall of Quicksall and Associates was present to give an update on the N. 1st Street and Fuhr Paving Project. The paving will be funded by an $150,000 grant and $150,000 loan. The bid estimate if $300,860. The bid will be advertised from 6/23/20 – 6/30/20 and opened on July 14, 2020 at 10 am for approval at the July 16th council meeting where a resolution will be passed to enter into a contract. The project funding from the grant may be delayed from issuance by the state.
DEPARTMENTS:
POLICE:
Chief Todd Beeman was in attendance. He sent photos of the new police cruiser to council. He said that they are making progress on the cruiser and they are waiting for 1 more part. Chief Beeman offered his thanks for the work done on K9 room and evidence room that was recently completed.
FIRE:
Chief Dave McConnell was also present. He said the EMS has received 12 calls since May. He said this weekend’s calls were not yet included. Everything is working well.
The members of the Ambulance Coalition that has partnered with Smith Ambulance have given funding based on their population at $1.50 per head, this allows the part time firemen to receive an increase in hours from 48 to 60 hours per week; for a total of 120 hours per pay period. Motion (2) to approve the increase in hours made by Greg DiDonato, 2nd by Mike Clark. Motion carried.
ZONING: Dan Shaver was present. He asked to advertise for bid the property at 206 N. 2nd St. with a minimum bid of $10 and a requirement to demolish the house in 60 days. The lot is not buildable. Ordinance 2742 to allow the sale of the real estate was passed by Motion (3) to suspend the rules, made by Greg DiDonato, 2nd by Tracie Bolitho. The motion was carried. Motion (4) to pass Ordinance 2742 “Authorizing the sale of a real estate parcel owned by the Village of Dennison but not longer needed for municipal purposes” was made by Greg DiDonato, 2nd by Jim Dickey. Motion carried.
Motion (6) to approve monthly reports for March and April for Police, Fire and Zoning made by Mike Clark, 2nd by Jim Dickey. Motion carried.
FISCAL: Kathy Norman was in attendance. She presented bills in the amount of $51,040.73 to be paid as funding was available. Motion (7) to pay the bills was made by Greg DiDonato, 2nd by Helen Borland. Motion carried. She also reported that there are no outstanding receipts or adjustments for April.
The 2 -year audit is complete. 2 items were corrected, one reclassification of money and the other was on a process of a purchase order.
Kathy also said she had received a call from Patty Johnson and she had suggested that a tree be planted inside the dog park in honor of Officer Andrew Keller.
The current Census data shows 60.4% of Dennison residents have completed their census forms. In Tuscarawas County’s 41 municipalities, Dennison is 29th in number of census forms completed.
Revenue is down 12.43% from last year to date. Collections are 44%, slightly ahead of last year to date of 41%.
OLD BUSINESS:
Ordinance #2743- “An Ordinance approving Amendments to the established Fence Regulations of the Village of Dennison, Repealing Ordinance 2736. Motion (8) to suspend the rules made by Greg DiDonato, 2nd by Jim Dickey. Motion carried. Motion (9) to pass the Ordinance made by Greg DiDonato, 2nd by Jim Dickey. Motion carried.
Resolution #2741 – Authorizing Participation in the ODOT Road Salt Contracts Awarded in 2020. Discussion was held at the April 16, 2020 meeting but the vote was missed. Motion (10) made by Greg DiDonato, 2nd by Mike Clark. Motion carried.
A discussion was held about repairs to the Salt bin. The damage is covered by insurance. The bin cover would need replaced next year so discussion was about repair or replace now. Now determination was made.
House Bill 310 – A bill is set to be passed that would give the Village approximately $53,000 for corona virus spending. It is part of the Cares Act. Greg discussed getting Stepping Stones to come in 2 hours per day to clean at the Village Hall. It would cost $400 per week plus supplies. Also discussed spraying down playground equipment. Motion (11) to give Mayor Still and Kathy Norman permission to make decisions on spending HB 310 Covid 19 money when it is received was made by Greg DiDonato, 2nd by Helen Borland. Motion carried.
A 3-year Maintenance Agreement for the Generator was presented. Motion (12) to sign a 3-year maintenance agreement with Generac at a cost of $2,062.86 was made by Greg DiDonato, 2nd by Helen Borland. Motion carried.
The outgoing Railroad Festival Committee is making a gift donation of the property located at 400 & 404 Grant Street where the Gazebo is located to be included in the village parks. The property and its contents of all structures, benches, and tables are included in the gift. The Dennison Rotary has agreed to lease the property and manage it. The Village will be required to pay for the transfer of real estate. Motion (13) to accept the gift donation of the Gazebo and contents of the property, pay for the transfer of real estate and lease the property to Dennison Rotary made by Mike Clark, 2nd Jim Dickey. Motion carried. Greg DiDonato and Helen Borland abstained from the vote.
Spring Clean Up Days, that were cancelled in May, have been rescheduled for June 2nd and 3rd. Mattresses and all soft furniture will need to be wrapped in plastic prior to pick up.
Motion (14) to sell the previous K9 cruiser, a 2009 Crown Victoria, by bid made by Greg DiDonato, 2nd by Helen Borland. Motion carried. The bid will end on June 18, 2020 at 4pm with the bid opened at the July council meeting. Bids should be given to Chief Todd Beeman.
Motion (15) to replace the fire department flooring in the Fire Office and Fire Day Room at a cost of $6,695 with $4,700 coming from the building maintenance fund and $1900 coming from the Fire Department donation fund, motion made by Greg DiDonato, 2nd by Jim Dickey. Motion carried.
The project for the AEP right of way is donating $27,000 to repair the parking lot at the PHAC park. This will complete 3 coats of chip and seal on the surface of the parking lot. Motion (16) to approve Snyder Construction (Roger Snyder) to complete the work when AEP approves the funds was made by Kene Edwards, 2nd by Jim Dickey. Motion carried.
COMMITTEE REPORTS:
Mike Clark reported that the Dennison Depot will hold a celebration for the end of WWII in September and is asking the Village to assist with decorating the town with red, white and blue décor. The Village agreed to install red, white and blue lights on N. 2nd Street. Reproduction Poster Murals will be painted on buildings around town by a local painter for the event.
Kene Edwards asked about the Moose donation, a thank you card has been sent from the Mayor’s office. He would like to see the flags on the McCluskey park bridge replaced. He said the fire hydrants in the dog park are leaning. He also asked about the Thornwood Pavilion rentals and the ODOT property. The Pavilion is not rented because of the pandemic and the transfer of the ODOT property is on hold for the same reason.
Helen Borland gave the Cemetery Committee report and said Carroll Asphalt will seal cracks from 2nd St. to Center St.
Mike Clark asked that the porta jon at McClusky Park is sanitized when the park is sanitized.
Greg DiDonato has a quote for removing 3 trees from the trail from Lute Tree Service for $700. Motion (17) to approve the removal of trees by Lute Tree Service was made by Greg DiDonato, 2nd by Helen Borland. Motion carried.
The Street department needs a trailer to haul the roller. Motion (18) to purchase either the 12 ft. trailer with a drive on ramp at $2,800 or the 12 ft. trailer with hydraulics at a cost of $4,500, with a cost not to exceed $5,000 made by Greg DiDonato, 2nd by Jim Dickey. Motion carried.
