Mayor Pro Tem, Council President Greg DiDonato called the meeting to order at 7:15 pm.\u00a0 All council members were in attendance.\u00a0 Solicitor James Ong and Fiscal Officer Kathy Norman were also present.<\/p>\n

Motion (1) to approve Regular meeting minutes November 21, 2019 and Special minutes January 2, 2020 made by Tracie Bolitho, 2nd<\/sup> by Jim Dickey.\u00a0 Motion carried.<\/p>\n

GUESTS:<\/p>\n

Superintendent Brian Rentsch of Claymont City Schools was in attendance.\u00a0 He spoke to council about the Levy that will be on the March 17, 2020 ballot which would be a continuous permanent levy.\u00a0 It would be for the operation and permanent improvement of the school district.\u00a0 The current levy is 4.62 mil and the new would be a 5-mil total.\u00a0 This would increase $1 per month on property taxes.\u00a0 The high school roof and additional security would be the first focus to address with the levy funding.\u00a0 The levy would provide a guaranteed revenue stream to fix the buildings.\u00a0 None of the money would be able to be used for any other purpose.\u00a0 Motion (2) Resolution # 2727 Supporting the Claymont levy was made by Helen Borland, 2nd<\/sup> by Jim Dickey.\u00a0 Motion carried.<\/p>\n

DEPARTMENTS:\u00a0<\/p>\n

STREET:\u00a0 Doug White was in attendance.\u00a0 He said they have been cold patching roadways, and were waiting for a salt order.\u00a0 Interior painting in the Village Hall was also completed.\u00a0<\/p>\n

ZONING:\u00a0 Dan Shaver was present.\u00a0 He told council that the house at 303 McCrea had been demolished.\u00a0 The demolition list for 2019 included 5 demolished homes and 4 new homes.\u00a0 Solicitor James Ong and Dan Shaver will be working on an update to the fence ordinance to provide more clarity to the rules.<\/p>\n

POLICE:\u00a0 Chief Todd Beeman was in attendance.\u00a0 Motion (3) to approve the Police Cruiser purchase through the State Purchasing Program was made by Tracie Bolitho, 2nd<\/sup> by Helen Borland.\u00a0 Motion carried.<\/p>\n

Department reports for November, December and 2019 Yearly reports by Zoning, Police and Fire were approved by motion (4) of Mike Clark, 2nd<\/sup> by Kene Edwards.\u00a0 Motion carried.<\/p>\n

FISCAL:\u00a0 Fiscal Officer Kathy Norman presented bills in the amount of $76,375.01 to be paid immediately. Motion (5) to pay the bills made by Tracie Bolitho, 2nd<\/sup> by Kene Edwards.\u00a0 Motion carried.<\/p>\n

Bank statements for November, December and January made with no outstanding receipts or adjustments. RITA collections are up $10,000 YTD from last year.\u00a0<\/p>\n

AGENDA ITEMS:<\/p>\n

Ordinance # 2723, To Establish the required fee to appeal decisions of code enforcement official to the Board of Zoning Appeal was approved on it third and final reading, increasing the cost to $250 by Motion (6) made by Helen Borland, 2nd<\/sup> by Jim Dickey.\u00a0 Motion carried.<\/p>\n

The house at 206 N. 2nd<\/sup>, owned by the Village and given to lease by the Pleasant Valley United Methodist Church will be sent a notice to vacate as the house will be demolished later on this year.\u00a0 Solicitor Ong will make a letter to the church to notify them they have until May 31st<\/sup> to vacate their belongings from the building.\u00a0 A question as to whether the church may have installed a furnace on their own funding was made.\u00a0 If the church did install a furnace, they will be allowed to remove it also.<\/p>\n

A contract with Smith Ambulance was presented.\u00a0 It would be effective February 1, 2020 and be in effect for 3 years.\u00a0 It would cost $17.75 per resident at a cost of $46,860 per year ($3,905 per month).\u00a0 Creative solutions for back up runs will be investigated.\u00a0 Dennison has approximately 254 runs per year.\u00a0 Motion (8) to approve Smith Ambulance contract made by Tracie Bolitho, 2nd<\/sup> by Jim Dickey.\u00a0 Motion carried.<\/p>\n

Greg DiDonato reported that the repair on the roof appears to be completed.\u00a0 The contractor returned and repaired a cap that had missing mortar which was causing the problem.\u00a0 We will continue to monitor the situation.<\/p>\n

Motion (9) to approve Wood Electric to install LED lighting in the Fire department, police department, hallways and stairwells in the Village Hall building at a cost of $7,750 was made by Mike Clark, 2nd<\/sup> by Tracie Bolitho.\u00a0 Motion carried.\u00a0 Wood Electric would then file for a rebate that is offered through the electric company and the Village would also see great savings in electric cost savings.<\/p>\n

The new generator will be installed within a month.\u00a0 Motion (10) to take bids and sell the old generator was made by Helen Borland, 2nd<\/sup> by Jim Dickey.\u00a0 Motion carried.<\/p>\n

Twin City Youth Baseball has made a request for park improvements.\u00a0 The request was moved to the Park, Building and Grounds Committee.\u00a0 Greg and Jim Dickey will contact them and set up a meeting date and time.<\/p>\n

Motion (12) to approve Ordinance #2728 to Participate in the State of Ohio Cooperative Purchasing Program made by Kene Edwards, 2nd<\/sup> by Jim Dickey.\u00a0 Motion carried.<\/p>\n

Ordinance #2729, To increase the salary of the Mayor, had it\u2019s first reading.\u00a0 The raise would not take effect until the mayor elected in 2024.\u00a0 At that time, the position will have not had an increase in pay for 15 years.<\/p>\n

Ordinance #2730, To increase the time of appointment and wage of the Fiscal Officer.\u00a0 Motion (13) to suspend the rules made by Tracie Bolitho, 2nd<\/sup> by Jim Dickey.\u00a0 Motion (14) to approve Ordinance #2730 made by Kene Edwards, 2nd<\/sup> by Jim Dickey.\u00a0 Motion carried.\u00a0 The Fiscal Officer\u2019s appointment will be extended an additional year, 2021 and receive a $1,000 per year increase in pay.<\/p>\n

Motion (15) to approve a 3-year contract with Cintas, through their State of Ohio bid, to supply mats for the Village Hall building at a cost of $1,159 per year made by Jim Dickey, 2nd<\/sup> by Kene Edwards.\u00a0 Motion carried.<\/p>\n

Spring Clean Up Days have been set for May 5 & 6, 2020.\u00a0 Motion (16) to approve Spring Clean Up Days made by Tracie Bolitho, 2nd<\/sup> by Jim Dickey.\u00a0 Motion carried.<\/p>\n

Mike Clark discussed the Paddling Enhancement Grant through ODNR that the Friends of the Parks & Trails is seeking to apply.\u00a0 Motion (17) to apply for the grant made by Tracie Bolitho, 2nd<\/sup> by Kene Edwards.\u00a0 Motion carried.\u00a0 Solicitor Ong will provide a Resolution for this grant at the next meeting.<\/p>\n

Motion (18) to make the appointments to the 2020 Volunteer Fire Fighter\u2019s Dependent\u2019s fund to include members of council and fire department Chief and Assistant chief made by Tracie Bolitho, 2nd<\/sup> by Jim Dickey.\u00a0 Motion carried.<\/p>\n

Helen Borland gave a report for the Union Cemetery Board.<\/p>\n

Kene Edwards \u2013 Ice skating at the PHAC park has been approved by the insurance company.\u00a0 Waiting on freezing temperatures to arrive to make it possible.\u00a0 Discussed moving benches to the park for the season.<\/p>\n

Solicitor Ong submitted Carl Menapace\u2019s report from the Twin City Water and Sewer Board.<\/p>\n

Mike Clark asked for an appointment for the Friends of Parks and Trails.\u00a0 Kene Edwards was appointed.<\/p>\n
