Council Meeting Minutes March 18, 2021

Mayor Greg DiDonato called the online meeting to order at 7:15 pm.  All council members were in attendance as well as Solicitor James Ong, Fiscal Officer Kathy Norman and the new Solicitor Patrick Williams.

Motion (1) to approve the minutes of the February 25, 2021 meeting was made by Helen Borland, 2nd by Jim Dickey.  Motion carried.

No Guests were in attendance.

DEPARTMENTS:

POLICE:  Chief Todd Beeman was in attendance.  He said the body cameras were ordered.  He purchased 8 cameras and they have a 2-year replacement warranty.  He reported that the 2017 cruiser was in need of new front brakes.

FIRE:  Chief Dave McConnell was present.  He reported that the new utility vehicle was received and lettering would be put on tomorrow.  It will be used as a first responder vehicle on EMS calls.  Construction of the new fire department garage will begin on Monday.

ZONING:  Dan Shaver was in attendance.  He requested permission to spend $2,500 to put 626 Johnson Ave. up for foreclosure.  Motion (2) to approve the $2,500 to foreclose on 626 Johnson was made by Mike Clark, 2nd by Vikki O’Hara.  Motion carried.

Holey Moley Brewing Company has asked for a 28” easement to extend their patio.  Motion (3) to approve the easement with the additional permission of the Twin City Water Department made by Tracie Bolitho, 2nd by Mike Clark.  Motion carried.

Old deeds for sold property will be permitted to be destroyed after Ohio History Connection gives permission for the destruction of the old records.

MHS Hardware would like to expand and add more services.

Motion (4) to approve the Department reports for March was made by Helen Borland, 2nd by Tracie Bolitho.  Motion carried.

MAYOR’S REPORT:

The donation total for the Fire Department garage is now $227,905.  There are $11,000 in commitments not yet collected. 

The agreement for the payment for damages to the walking trail by Ohio Power is expected to be completed soon. 

FINANCE COMMITTEE REPORT:

Mike Clark, Chairman of the Finance Committee made these recommendations to council:

Approve 14 trees to be removed from Wilson Street at a cost of $1,400.  Motion (5) to approve was made by Tracie Bolitho, 2nd by Helen Borland.  Motion carried.

Approve the purchase of 4 smoke chaser bag tanks for the Fire Department Brush Truck at a cost of $900.  Motion to approve was made by Mike Clark, 2nd by Tracie Bolitho.  Motion carried.

Approve the installation of fencing around the bleachers at the little league and softball fields at a cost of $3,300.  Motion (7) to approve was made by Mike Clark, 2nd by Vikki O’Hara.  Motion carried.

Approve the purchase of a new mower for the Street Department at a cost of $10,800.  Motion (8) to approve made by Mike Clark, 2nd by Jim Dickey.  Motion carried.

Accept the bid of $600 from Jack Wardell for the purchase of 2 old mowers.  Motion (9) to approve made by Mike Clark, 2nd by Helen Borland.  Motion carried.

Approve the purchase of playground replacement parts at a cost of $3,198.70, to be paid with recycle funds.  Motion (10) to approve the purchase made by Mike Clark, 2nd by Vikki O’Hara.  Motion carried.

Accept the bids for the playground equipment as follows:

Pam Ohler – $150 for Monkey Bars and $150 for Jungle Gym

Conrad Sommers – $500 for the merry go round.

Motion to approve the bids on playground equipment made by Tracie Bolitho, 2nd by Vikki O’Hara.  Motion carried.

Finance Committee recommends the approval of the application for CDBG grant funds.  Presented Resolution 2778 -Authorizing the Mayor to submit an application for the Community Development grant for sidewalk replacement on 200 block of McCrea Ave.  Motion (13) to approve Resolution 2778 made by Tracie Bolitho, 2nd by Jim Dickey.  Motion carried.

 

Mayor DiDonato discussed the American Rescue Act funds to be received in the amount of $510,000.  He wanted it on record that a commitment will be made to use $350,000 of the anticipated funds to be used toward downtown revitalization.  The total project cost anticipated is $700,000 – $750,000.  The project would provide a much-needed upgrade to the downtown infrastructure and include new sidewalks, curbs and lighting to the Grant Street area and will provide an economic boost to our businesses. The funds would be received in 2 allotments and must be used by the end of 2024.  It is anticipated the project would not begin until 2023.  Economic Development chair person, Vikki O’Hara will be assigned lead on the project.  Motion (12) to commit $350,000 of the American Rescue Funds toward downtown revitalization made by Tracie Bolitho, 2nd by Vikki O’Hara.  Motion carried.

Finance Committee also recommended reimbursing the Dennison Railroad Festival for security.  The Village will pay the invoice from the Railroad Festival for the cost of paying the police officers for security for the festival.  Motion (14) to approve the payment to Dennison Railroad festival made by Helen Borland, 2nd by Tracie Bolitho.  Motion carried.

Fiscal Officer Kathy Norman presented the permanent appropriations for 2021 in a total amount of $1,708,870.03.  Motion (15) to approve Resolution #2779 Permanent Appropriations for 2021 made by Helen Borland, 2nd by Mike Clark. Motion carried.

Kathy Norman also presented bills in the amount of $41,160.84 to be paid with funds available.  Motion (16) to approve payment of the bills made by Tracie Bolitho, 2nd by Jim Dickey.  Motion carried.

She also reported that the bank reconciliation has been completed for February and there are no outstanding receipts or adjustments.  RITA collections year-to-date is $230,884.63 which is 28.123% of the budget.

Council thanked Solicitor James Ong for his 11 years of service as solicitor to the Village.  He will continue until the end of March.

ORDINANCES:

Ordinance #2780 – AN ORDINANCE PROVIDING FOR THE EMPLOYMENT OF A VILLAGE SOLICITOR, AND DECLARING AN EMERGENCY.  Motion (17) to suspend the rules made by Tracie Bolitho, 2nd by Vikki O’Hara.  Motion carried.  Motion (18) to approve Ordinance # 2780 made by Tracie Bolitho, 2nd by Mike Clark.  Motion carried.

 

Ordinance #2781 – AN ORDINANCE ESTABLISHING THE DATE /TIME FOR VILLAGE COUNCIL MEETINGS AND DECLARING AN EMERGENCY.  Motion (19) to suspend the rules made by Helen Borland, 2nd by Vikki O’Hara.  Motion carried.  Motion (20) to change the time for village council meetings to 6:15 pm made by Mike Clark, 2nd by Jim Dickey.  Motion carried.

Ordinance #2782 – AN ORDINANCE APPROVING THE PROPOSED HOUSING DEVELOPMENT IN REGARD TO PARCEL NO. 75-00051.002 (PREVIOUSLY IDENTIFIED, IN 2007, AS THE LAKESIDE HEIGHTS SUBDIVISION) AND DECLARING AN EMERGENCY.  Motion (21) to suspend the rules made by Tracie Bolitho, 2nd by Vikki O’Hara.  Motion carried.  Motion (22) to approve Ordinance #2782 made by Tracie Bolitho, 2nd by Jim Dickey. Motion carried.

RESOLUTION #2783 – AUTHORIZING THE PARTICIPATION IN THE ODOT ROAD SALT CONTRACTS AWARDED IN 2021.  Motion (23) to approve Resolution #2783 made by Helen Borland, 2nd by Vikki O’Hara.  Motion carried.

Mayor DiDonato reported that the parks are all ready for use. 

COMMITTEE REPORTS:

Helen Borland – She contacted the SWARM project about doing an area in the village.  Next year, around June or July, they will come and take a look at making a natural habitat area on the bank on Hanna Street near the park.

Tracie Bolitho – Asked about the progress on lighted stop signs.  The committee is still looking at options as the price for the lighted signs is expensive.

Kene Edwards – Suggested painting the crosswalk at N. 2nd for attention to improve the situation of people not stopping.

Mayor DiDonato also noted that the alley will be evaluated for storm drain repairs prior to the planned paving.  He said they will also investigate the water drain area on Sumner St. and look at a repair to the Sherman Street storm drain.  He will also contact Southern District court to have workers paint the base of the lights on N. 2nd St.
