Council Meeting Minutes June 17, 2021

Mayor Greg DiDonato called the meeting to order.  All council members, Solicitor Patrick Williams and Fiscal Officer Kathy Norman were in person attendance and the meeting was online for public access. 

Motion (1) to approve the meeting minutes from the May 20, 2021 meeting was made by Jim Dickey, 2nd by Helen Borland.  Motion carried.

DEPARTMENT REPORTS:

FISCAL: Fiscal Officer Kathy Norman presented bills in the amount of $105,302.79.  Motion (2) to pay the bills was made by Mike Clark, 2nd by Vikki O’Hara.  Motion carried.

Kathy Norman reported the bank reconciliation had been completed for May and it had no outstanding receipts or adjustments.

Presented Resolution #2788, “A RESOLUTION DECLARING IT NECESSARY TO LEVY A TAX IN EXCESS OF THE TEN MILL LIMITATION” Motion (3) to approve the resolution was made by Tracie Bolitho, 2nd by Jim Dickey.  Motion carried. The resolution is a 5-year renewal for the general fund and will collect $42,139.

POLICE:  Chief Todd Beeman was in attendance.  He reported that the department made $11,000 at the Dennison Railroad Festival with their concession stand and the proceeds from the gun raffle.  Chief Beeman thanked the community for their generosity. 

He made a correction to the Police Department May report that the property improvement notices issued was 29 and 5 summonses were issued rather than the 25 reported on the May report.  They are actively working on property improvement notices for excessive vegetation.

He said he had been keeping a close watch on the McCook and Johnson Ave. intersections after multiple reports of speeders.  He requested that a stop sign be placed on McCook going east to the McCook Extension. Mayor DiDonato assigned the request to the Street, Alleys and Storm Sewers Committee for determination.   

Flashing red lights have been received and will be installed on stop signs around town.

Social media helped identify a group of teenagers who had been vandalizing the McCluskey Park and the police are handling the situation. 

FIRE: Chief Dave McConnell was in attendance.  He said that they have been very busy with fire and EMS calls.  Their volume in calls has doubled.

The gear washer and dryer and furnaces have been installed in the new fire garage.  The garage is between 90-95% completed by the building contractor.  The garage doors are delayed.

STREET:  Street Supervisor Doug White was present.  He said they had painted all the light pole bottoms on N. 2nd St. and Center.   The repairs on the backhoe had been completed and they are expecting the brush hog to arrive at the end of the month.  They installed all the new truck route signs.  New poles for the parking lots have been installed at McCluskey and Thornwood Park.  The treated poles were donated by Larry Nardi and the Dennison Bridge Co.

The basketball court backboards were sandblasted and painted at no charge to the village by Dave’s Auto Body.  The backboards were installed by DJ’s Weld.  Carroll Asphalt is doing the crack fill, sealing and re-striping of the basketball courts. They completed the crack fill and will be back in about a week to complete them.

Benches in McCluskey Park have been repainted as well as some playground equipment in the parks. Some repairs and water heater replacement were also made at the Thornwood Park Shelter house. 

ZONING: Dan Shaver was present.  He requested permission to demolish 2 properties located at 636 N. 2nd at a cost of $14,265 and 126 Miller at a cost of $14,032.  Motion (4) to approve the demolition of the properties made by Tracie Bolitho, 2nd by Jim Dickey.  Motion carried.

Dan Shaver was informed that the property they were sending for foreclosure at 626 Johnson was not available so he would like to send parcel #42-01682 (a parcel at the end of S. 5th) for foreclosure.  Motion (5) was made by Vikki O’Hara, 2nd by Jim Dickey.  Motion carried.

He said he has been busy issuing building permits and updating the information received for the Landlord Registrations.

Greg and Kim Wallace requested permission to cut the curb to install a driveway at 510 N. 3rd Street.  Motion (6) to approve was made by Jim Dickey, 2nd by Helen Borland.  Motion carried.

Roger and Debbie Thornton of 400 McCrea asked to divide the lots and have them deeded off Gardner Ave. Motion (7) to allow the lot spilt made by Mike Clark, 2nd by Jim Dickey.  Motion carried.

Motion (8) to approve the Department Reports for May for the Police, Fire, Ambulance and Zoning made by Helen Borland, 2nd by Vikki O’Hara.  Motion carried.

MAYOR DIDONATO:

The 2021 Paving will go out for bid and be advertised on June 23 and June 30th.  Bids will be opened at 10 am on July 14th at council chambers.

The CDBG grant for the McCrea, McCook and Gardner area sidewalks was granted to the Village for $161,647 total with the Village’s share at approximately $14,900 and the balance by CDBG for $146,747.

A1 Concrete Leveling will be here to level the sidewalks at Peter’s Field.

The First Church of God will close Spring Street from N.2nd to N. 3rd from 9 am to 3 pm on August 8th for their annual Back to School Bash.  Motion (9) to close the street made by Helen Borland, 2nd by Tracie Bolitho.  Motion carried.

The second reading of the Dumpster Permit Ordinance #2787 was read. Some edits are planned before the final reading.

COUNCIL AND COMMITTEE REPORTS:

Vikki O’Hara said there is a business operation survey in progress that will be going out to the businesses.

GUESTS:

Jill Kirsch of Hartville offered to send the village a packet with information on feral cats and TNR.

Micheala Huth of Bolivar asked council members if the meeting in July would be open to the public.  Atty. Patrick Williams said if it was allowed it would be open but there was no way to know at this time.

Radonna Moreland of 16 Spring St. read a statement to Mayor DiDonato.
