Council Meeting Minutes January 21, 2021

Mayor Greg DiDonato called the online meeting to order at 7:15 pm.  All Council members, Solicitor James Ong and Fiscal Officer Kathy Norman were in attendance.

Motion (1) to approve the minutes of the Regular council meeting on 11-19-2020, Special council meeting on 12-7-2020 and the Special Council meeting on 12-28-2020 was made by Helen Borland, 2nd by Vikki O’Hara.  Motion carried.

Motion (2) to approve Helen Borland as Mayor Pro Tempore was made by Tracie Bolitho, 2nd by Mike Clark.  Motion carried.

DEPARTMENT REPORTS: 

POLICE:  Chief Todd Beeman was in attendance.  He said that six junk vehicles have been removed from the city streets. We are actively issuing Property Improvement Notices.

FIRE:  Chief Dave McConnell was present.  He said they have been working on getting the township trucks ready for service.  Mayor DiDonato said the trucks were returned in unusable condition and the Union tanker should be back in service in few days.

ZONING:  Dan Shaver was in attendance.  He sent reports to Council by e-mail.  He said he is receiving permit requests in January which is unusual.  He has determined there are 516 rental units in the Village.  Mayor DiDonato said a large amount of them are located in the old Hick’s building, Tall Timbers and Lanning House.

STREET:  Mayor DiDonato said the street department has been busy with snow removal, taking down Christmas decorations and painting the 3rd floor auditorium ceiling.  He commended them for their help with cleaning in the building during the recent installation of the new doors on village hall. 

Motion (3) to approve the November and December Police, Fire and Zoning and Ambulance reports and Annual reports for Police, Fire and Zoning was made by Tracie Bolitho, 2nd by Vikki O’Hara.  Motion carried.

FISCAL:  Fiscal Officer Kathy Norman presented bills in the amount of $402,724.76 to be paid, the funds are available.  She noted that the majority of the bills submitted were CARES Act expenditures and $11,531.27 were from January. Motion (4) to pay the bills made by Vikki O’Hara, 2nd by Mike Clark.  Motion carried. 

The December reconciliation of the bank account has no outstanding receipts or adjustments.

The RITA collections to date are $44,774.84. 

Year end carry over from 2020 is $631,138.25, with a total of all funds of $1,011,811.54.  The income tax revenue from 2020 was down 6%. 

Property bids were opened.  Patrick Davis bid $2,755 for the property at 317 N. 4th St. and Carla and Robert Wilsterman were the winning bidders of 705 Center St. with a bid of $5,500. 

Motion (7) was made by Helen Borland, 2nd by Tracie Bolitho to accept the resignation of Nick Harper as a part-time Firemen effective 11/25/2020.  A replacement will be named in the near future. Motion carried.

Motion (8) was made by Mike Clark, 2nd by Jim Dickey to accept the contract with Reilly Sweeping for 2021 street sweeping.  Motion carried.

Motion (9) was made by Mike Clark, 2nd by Helen Borland to name Jim Dickey and Mayor DiDonato to represent the city for the Tuscarawas County Regional Planning Commission.  Motion carried. 

Motion (10) was made to give Mayor DiDonato permission to sign the contract with Classic Construction, LLC for the Fire Department Garage.  Construction is expected to begin in March and be completed by the end of June 2021.

Mayor DiDonato said that with the funds received from the contracts with Mill and Union Townships for fire protection, the number of hours allowed for part-time firefighters can be increased from 70 hours to 85 hours per week.  Motion (11) to increase the part-time hours from 70 to 85 per week made by Tracie Bolitho, 2nd by Mike Clark.  Motion carried.

Motion (12) to accept the Committee Assignments for 2021 as presented made by Vikki O’Hara, 2nd by Mike Clark.  Motion carried.

We are currently working on a Dennison Business List for use by the Economic Development Committee.

Mayor DiDonato thanked Mike Clark for updating the Committee description list.

OLD BUSINESS:

Village Hall has received many improvements, most of the funding was from the CARES Act program.  The new security doors are being installed, electrical work has been completed and new microbial furniture has been received.  The Auditorium ceiling has been painted with donated funds from that project and the Fire Bay doors are in the process of being replaced to secure the building are funded by the CARES Act.

The Fire Garage donation account is now at $208,407 with a recent donation from a new building sponsor, Aleris International/Novaris.

NEW BUSINESS:

The Village will trade the property at 821 Center Street for a property in the 500 block of N. 3rd Street.    Motion (13) to allow Solicitor Ong to prepare documents needed to trade properties made by Helen Borland, 2nd by Tracie Bolitho.  Motion carried.

ORDINANCES/RESOLUTIONS:

RESOLUTION #2775, A RESOLUTION BY THE VILLAGE OF DENNISON AUTHORIZING THE MAYOR TO PREPARE AND EXECUTE AN APPLICATION FOR TRANSPORTATION ALTERNATIVE PROGRAM THROUGH THE STATE OF OHIO, DEPARTMENT OF TRANSPORATION FOR THE NORTH FIRST STREET SIDEWALK PROJECT, AND DECLARING AN EMERGENCY AND BE IN FORCE IMMEDIATELY UPON IT’S PASSAGE TO MEET THE TRANSPORTATION PROGRAM DEADLINE.   Motion (14) to approve Resolution #2775 was made by Vikki O’Hara, 2nd by Jim Dickey.  Motion carried.

COUNCILPERSON/COMMITTEE REPORTS:

Vikki O’Hara wanted to thank Jim and Susie Sexton, owners of Pangrazio’s Pizza for the investment in the community with an outdoor patio area that is attached to their business.  It adds great appeal to the street.

Tracie Bolitho wanted to thank Chief Todd Beeman and Ptl. Ralph Tice for delivering Christmas dinners to those who could not come out due to the inclement weather.

Mike Clark thanked Tammie Taggart for her work on the new updated website.
