Council Meeting Minutes February 25, 2021

Mayor Greg DiDonato called the online meeting to order at 7:15 pm.  In attendance were all Council members and Fiscal Officer Kathy Norman.  Solicitor James Ong was absent.

Motion (1) to approve the meeting minutes from January 21, 2021 was made by Helen Borland, 2nd by Jim Dickey.  Motion carried.

GUEST:

Nathan Quicksall of Quicksall & Associates presented an agreement with the engineering firm to prepare and file an application for CDBG grant funds to replace sidewalks around the Thornwood Park School.  The 2021 paving of streets and alleys on the North end and Thornwood Park will go out for bid in June and be awarded in July 2021.  It is anticipated the work will be completed by October 2021.    Motion (2) to approve the agreement with Quicksall for engineering services for the OPWC grant made by Tracie Bolitho, 2nd by Jim Dickey.  Motion carried.  Mayor DiDonato was given permission to apply for the CDBG grant with Quicksall & Associates application cost at approximately $2,000. Jim Dickey said a speed bump will be installed by the playground at Thornwood Park as part of the OWPC project.

DEPARTMENT REPORTS:

POLICE:  Chief Todd Beeman was in attendance.  He requested permission to use donated funds to purchase body cameras.  He will purchase 8 or 9 cameras.  Motion (3) to approve the purchase of body cameras with donated police funds not to exceed $1,500 made by Helen Borland, 2nd by Tracie Bolitho.  Motion carried.

Chief Beeman reported that many cars were cited for not being moved over 72 hours after the snow storm.  The citations didn’t come until a week after the storm.

FIRE:  Chief Dave McConnell was present.  He said the call volume has doubled year to date from last year.  They have had 150 calls.  Everything is going well with the townships for Fire and Ambulance coverage. 

Personnel adjustments for the fire department included the acceptance of the resignation of Steve Joki effective 4/3/2021. Motion (7) to accept the resignation of Steve Joki made by Jim Dickey, 2nd by Helen Borland.  Motion carried. The resignation of Devin Brown was accepted, due to work conflicts, effective immediately. He was a part-time firefighter. The full time hiring of Taylor Dryden effective 3/9/2021 with a 6-month probationary period.  Motion (8) to approve the hiring of Taylor Dryden effective 3/9/2021 made by Helen Borland, 2nd by Tracie Bolitho.  Motion carried.  And the hiring of Branson Brown, part-time firefighter, retroactive to 1/26/2021.  Motion (9) to approve the hiring of Branson Brown made by Tracie Bolitho, 2nd by Vikki O’Hara.  Motion carried.

The tires have been purchased for the 2000 Fire engine.

Donations to the fire garage project now total $217,655.  Construction is expected to begin in March.

Mayor DiDonato said the fire protection for Midvale began 9 days early due to the request of Mayor Kopp of Midvale.  He explained how the money from the contracts from fire protection services allows Dennison Fire to add hours to handle the calls.  He said that he has seen the part-time firefighters make strong commitments to the job and respond to all the calls.  He praised the work done by the Dennison Fire Department.

After Midvale fire contract was approved, a motion (6) was made to increase the part-time hours from 85 to 96 effective 3/1/2021.

ZONING:  Dan Shaver was in attendance.  He is preparing to demolish 3-4 houses and he has 1 tear down in process.  Lot transfers for recently sold properties have been completed.  There are properties in foreclosure and 1 was sold prior to sale.

FISCAL:  Fiscal Officer Kathy Norman presented bills in the amount of $34,529.37, which is for 2 months due to the cancelled council meeting.  Motion (11) to approve the payment of the bills made by Jim Dickey, 2nd by Tracie Bolitho.  Motion carried.

The bank reconciliation through 1/31/2021 was completed with no outstanding adjustments or corrections.  RITA collections year-to-date were $156,139 which is 20% to budget.  The year end has been closed out and completed.

ORDINANCES AND RESOLUTIONS:

RESOLUTION # 2776, A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A FIRE PROTECTION AGREEMENT WITH THE VILLAGE OF MIDVALE.  Motion (4) made by Mike Clark, 2nd by Tracie Bolitho.  Motion carried.  Motion (5) to accept the Midvale Fire Contract as written made by Helen Borland, 2nd by Vikki O’Hara.  Motion carried.

ORDINANCE #2777, AN ORDINANCE APPROVING, ADOPTING AND ENACTING THE 2021 EDITION OF THE OHIO BASIC CODE, PUBLISHED BY THE AMERICAN LEGAL CORPORATION, FOR THE VILLAGE OF DENNISON, OHIO; REPEALING ORDINANCES IN CONFLICT THEREWITH; PUBLISHING THE ENACTMENT OF NEW MATTER; AND DECLARING AN EMERGENCY. Motion (13) to suspend the rules made by Jim Dickey, 2nd by Mike Clark.  Motion carried. Motion (14) to approve the ordinance on it’s 3rd and final reading made by Helen Borland, 2nd by Mike Clark.  Motion carried.

OTHER APPROVALS:

Motion (12) to purchase 3 Ohio Revised Code books at a cost of $625 made by Tracie Bolitho, 2nd by Vikki O’Hara.  Motion carried.

Motion (15) to accept a 2-year rate of 4.85 cents per kWt hour for the electric aggregation through Trebel, LLC. Made by Vikki O’Hara, 2nd by Tracie Bolitho.  Motion carried.

Motion (10) to approve the monthly reports from Police and Fire for January made by Mike Clark, 2nd by Kene Edwards.  Motion carried.

Safety Improvement recommendations by the insurance company need to be completed by June 1, 2021.  They had been received a previous year and not addressed.  Mayor DiDonato will begin working on making the recommended changes.

2 Street lights will be repaired by Wood Electric.

We are waiting on the agreement from AEP to pay for $120,000 in repairs to the trail.

Dates set for 2021 include the Shred Day, in partnership with Twin City Chamber of Commerce, is set for April 17, 2021 from 10 am – 12 noon at PanHandle Passage Trail Park; Clean Up Days for Dennison residents is set for May 4 & 5; Dennison Community Yard Sales is set for June 3, 4 and 5 with no permit required; and Trick or Treat will be held on Saturday, October 30, 2021 from 6 pm – 7:30 pm.

COMMITTEE REPORTS:

Mike Clark, chairperson of the HR, Policy and Insurance Committee, will develop a usage policy for the 3rd floor Auditorium.

Vikki O’Hara said the article done on Dennison by the Bargain Hunter about Dennison Village Hall was very well done.

Tracie Bolitho submitted a request to install a solar stop sign at N. 2nd Street and Fuhr St. intersection.  It was assigned to the Street Committee who will review the request for 1 sign at a cost between $1,796 – $1,989 plus $85 shipping cost to be placed on the incoming side of the intersection.
